The Executive Committee of Asheville-Buncombe Technical Community College Board of Trustees convened a meeting on Tuesday, September 19, 2017, at 8:30 a.m. in the Simpson Building. Mary Ann Rice, Chair, presided.
The following members of the Executive Committee were present: Chair Mary Ann Rice and Ms. Frances Ramsey.
Others present for the meeting included: Dennis King, President; Dirk Wilmoth, Vice President Business and Finance/CFO; Chris Campbell, College Attorney; and Carolyn Rice, Secretary to the Board.
Meeting Purpose
Memorandum of Understanding (MOU) between the Board of Trustees of A-B Tech Community College and the County of Buncombe, North Carolina.
Discussion
The Buncombe County Commissioners have hired an architectural firm to review and perform a facilities assessment on all buildings on the A-B Tech Asheville Campus.
Buncombe County has extensive expertise in construction and handles all capital improvements for both Buncombe County and Asheville City schools. As the College currently does not have a construction manager or an architect on staff, it would be beneficial for the College to have Buncombe County provide these services for us.
Session Law 2013-112, House Bill 501 is the local act that allows Buncombe County to bypass the state board construction approval process, and to maintain College facilities in a timelier manner.
An MOU with Buncombe County has been drafted regarding Capital Improvements on the A-B Tech Asheville Campus that will incorporate the first year of the Colleges capital improvement projects. The other nine years of the ten-year plan are being assessed and reprioritized. The MOU will state that all construction, facility maintenance, or repair work on the A-B Tech Asheville Campus will be performed after consultation with the College.
The Executive Committee agreed that the MOU was positive and growth-oriented and assures the public that the College is about growth. The Executive Committee agreed to revisit the discussion with the full Board at the October 9 meeting.
